Rationale for Task Selection for Social Impact Projects in the Russian Federation

Abstract

bstract. The publication does a strong stress at criteria of selecting goals for application of the project approaches to social impact investment in the Russian Federation’s social spheres. Object of study are the pilot projects, which the Russia’s public held corporation VEB.RF is running for 2021–2023. The research method is based on analysis of expert opinions obtained during a survey conducted in February 2023 by of Vladivostok State University, and on analysis of results of social impact investment into the pilot projects. It is assumed that the social impact projects investments will give an expected effect in attaining the national goals established by the Decree of the President of the Russian Federation dated May 7, 2018 No. 204. Specific criteria for determining tasks and expected results of the implementation of social impact projects are defined. Criteria should include effectiveness, that is, an ability to achieve indicators of national goals, and scalability, that is, an abil
ity to expand methods and mechanisms for obtaining a significant socio-economic effect. Key tasks are proposed to be divided into two groups. The first group of tasks is aimed at creating conditions for the equal access of all citizens to public social services. The second group of tasks is aimed at creating conditions for sustainable public and social development of Russia’s society. It is concluded that the social impact mechanism is most in demand for solving social problems in the field of health education, culture and youth policy, and the expected result (effect) is the availability of social services, employment growth and a decrease in the death tolls.
